PARIS (AFP) — Eastern Sumatra, the Irrawaddy delta in Myanmar and Cambodia's Tonle Sap lake are among areas in Southeast Asia facing a high risk of arsenic contamination in the water, according to a study published on Friday.
The researchers use innovative digitalised techniques, drawing on geology, geography and soil chemistry, to compile a "probability map" of naturally-occurring arsenic concentrations in five Southeast Asian countries and Bangladesh.
The map is intended as a useful pointer for health watchdogs, urban planners and water engineers worried about concentrations of this poison in groundwater supplies but lacking the funds to carry out wide-scale analysis of water samples.
Published online in the journal Nature Neuroscience, the Swiss-led study combined several methods to compile its probability model.
These included knowledge about sediments whose textures and chemical or bacterial properties could release arsenic from the local ore, thus contaminating aquifers.
Also factored in were areas with flat, low-lying topography. Arsenic contamination is rarely found in places with slopes.
The benchmark for risk was the World Health Organisation (WHO) guideline of 0.01 milligrams of arsenic per litre in drinking water.
The study predicted that in Bangladesh -- which has the worst arsenic contamination in the world -- the risk of water breaching this guideline was highest in the south-centre of the country and in the northeastern Sylhet basin.
This prediction concurred with water samples previously taken and analysed from tube wells in Bangladesh.
High probabilities of arsenic contamination were also seen for the deltas of the Irrawaddy in Myanmar and the Red River in Bangladesh, for the Chao Praya basin in central Thailand and for the organic-rich sediments of the flood plain of Cambodia's Tonle Sap lake.
The computer model said an area of about 100,000 square kilometres (38,600 square miles) on the east coast of Indonesia's main island, Sumatra, was likewise "prone to high risk" of contamination above the WHO benchmark.
This prediction was then borne out by samples taken from a zone in Sumatra deemed to have high-risk and low-risk aquifers.
However, many wells in this area are deep and draw water from below the water-bearing sediments which have the arsenic problem, the study says.
"The prediction map is a useful tool for identification of areas at risk of arsenic contamination, but... understanding the local geology as a function of depth is of vital importance for specific areas," it cautions.
In Bangladesh, tens of millions of people are potentially exposed to arsenic-tainted water, boosting the danger of skin lesions, respiratory illness and cancer.
The risk comes from so-called shallow tube wells which were drilled in the 1970s and 1980s, ironically in a bid to provide rural Bangladeshis with safe water. Millions of these pipes were installed.
The new study is lead-authored by Michael Berg of the Swiss Federal Institute of Aquatic Science and Technology in Duebendorf.

Democrats call for Cambodia talks on temple
The government should meet with Cambodian officials to settle a territorial dispute over the Preah Vihear temple, opposition leader Abhisit Vejjajiva said on Saturday.
The Democrat party leader said officials from the two countries should meet to ensure a fair resolution to the boundary dispute, the Thai News Agency reported.
Cambodia has claimed ownership of the land around the temple, which was designated a World Heritage Site this week by the United Nations Educational, Scientific and Cultural Organisation.
Mr Abhisit said Thai officials should ensure any agreement regarding the dispute includes guidelines concerning any potential support facilities for the temple. The opposition leader said such facilities could potentially infringe on Thai territory.
The opposition leader met with the president of Thailand's World Heritage Committee on Saturday. Following that meeting he told the news agency he was concerned Cambodian officials would be solely responsible for determining zone boundaries at the temple as well, even though Thailand is equally entitled to the disputed land surrounding the Cambodian temple.

Vatana said to be hiding in Poi Pet
Veteran politician Vatana Asavahame, wanted for jumping bail in a corruption case, was found hiding in his casino in Cambodia's Poi Pet border town, police said yesterday. Deputy national police chief Jongrak Juthanont quoted a report from Sa Kaeo police chief Pol Col Itthipol Piriyaphinyo as saying that a cousin of Mr Vatana had crossed the border from the province to see him at the Poi Pet Resort hotel, one of the two casinos in which he holds major stakes in Cambodia. The other is the Grand Diamond hotel.
Although the former interior minister's whereabouts are now known, police could not arrest Mr Vatana outside Thai territory, said Pol Gen Jongrak adding the court also has not ruled on the case yet.
The court on Wednesday seized Mr Vatana's 2.2-million-baht bail and issued a warrant for his arrest after he failed to turn up to hear the verdict in the Klong Dan wastewater treatment plant corruption case. The reading of the verdict is re-scheduled for Aug 18.
Pol Gen Jongrak said Mr Vatana could have travelled to Cambodia by car via Sa Kaeo or taken a boat to Cambodia's Koh Kong province from his home province Samut Prakan.
Pol Gen Jongrak also said it was hard for a well-known figure to be hiding in the country, citing the case of former public health minister Rakkiat Sukthana, who eluded police for almost a year after he was given a 15-year jail term in the medicine supply scandal case.

Cambodia journalist shot dead - police
PHNOM PENH, July 11 (Reuters) - A Cambodian journalist working for an opposition newspaper was shot dead on Friday by unknown gunmen who fired on the victim and his son, police said.
Khim Sam Bo, 47, was shot twice and his 19-year-old son was seriously wounded in the capital Phnom Penh, as they left a sports stadium, police chief G. Touch Naruth said.
"We do not know the motive for the killing yet. The investigation continues," he told Reuters.
Colleagues said he had written stories criticising senior government officials and corruption in the government of Prime Minister Hun Sen, who is seeking re-election in a July 27 general election.
Khim Sam Bo worked for more than 10 years for the Khmer Conscience newspaper, whose editor Dam Seth was recently accused of defaming Foreign Minister Hor Namhong. The charges were later dropped.
"I am so disappointed. It hurts me to hear that he was killed," Dam Seth told Reuters.

Cambodia's ex-king denounces Thai claims to temple

PHNOM PENH, Cambodia (AP) — Cambodia's former king dismissed any Thai claim to an 11th century temple on the border as baseless, weighing in on a dispute that has soured relations between the neighbors and fueled anti-government protests in Thailand.
Preah Vihear temple was declared a UNESCO World Heritage Site this week, reopening a long-standing disagreement between Phnom Penh and Bangkok over which country owns the land that surrounds it.
Former King Norodom Sihanouk said in a handwritten note posted on his Web site Friday that any Thai claims to the temple were "absolutely false."
He accused the Thais of causing "unmerited and anachronistic problems" for Cambodia "rather than concentrating on developing harmonious, friendly and fruitful relations" between the two countries.
Sihanouk said that some Thais are ignoring historic facts that prove that the "mountain and the temple of Preah Vihear are 100 percent Cambodia and belong to Cambodia 100 percent."
In 1962, the International Court of Justice awarded the temple and the land it occupies to Cambodia, a decision that still rankles Thais even though the temple is culturally Cambodian, sharing the Hindu-influenced style of the more famous Angkor Wat in northwestern Cambodia.
"Thanks to Khmer kings and the Khmer Empire — the Angkorian Empire in particular — Thailand is actually very rich in temples and other Khmer monuments in the style of Angkor," the former king said.
Thailand's Foreign Minister Noppadon Pattama resigned Thursday after the Constitutional Court ruled that he had overstepped his authority in supporting Cambodia's application to have the temple classified as a World Heritage Site. UNESCO added the temple to its list of landmarks on Monday.
Some political opponents have charged that the government of Prime Minister Samak Sundaravej deliberately bypassed Parliament and backed the bid in exchange for business concessions from Cambodia for toppled Prime Minister Thaksin Shinawatra and other Samak cronies.
Thaksin, who was ousted in a 2006 military coup, led a group of Thai, British and Dubai businessmen to Cambodia in late May to discuss several investment projects, including the construction of a new city.
But at a recent news conference, Cambodian Foreign Minister Hor Namhong dismissed suggestions that the business trip was linked to the Preah Vihear issue.
As Cambodians celebrate the recognition for the temple, a small group of Thais continue to protest, demanding the eviction of Cambodians living on land near the temple.

Cambodia Fire South Korean Coach Yoo
Cambodia have fired South Korean coach Yoo Kee-heung from the national team after poor results and the lack of a coaching license.
According to local media, executive members of Football Federation of Cambodia (FFC) voted 6-1 to fire Yoo.
He has been replaced by local coach Prak Sovannara.
Yoo was only appointed seven months ago and failed to lead his team to the AFC Challenge Cup, losing 1-0 in qualification to Nepal.
Also Yoo doesn't possess the A-level coaching license issued by the Asian Football Confederation.
Ouk Sethycheat, FFC secretary general said: "Without the license, he can't coach Cambodia for the ASEAN Football Federation qualifiers, which are to be held here in October," he added.

Thailand's foreign minister resigns as battering of government continues
BANGKOK, Thailand: Thailand's foreign minister resigned Thursday after being accused of jeopardizing the country's claims to land near an ancient Cambodian temple, as a raft of court cases and street protests continued to batter the five-month-old government.
"Even though I did not do anything wrong, I would like to show responsibility by resigning," Foreign Minister Noppadon Pattama said.
The resignation takes effect July 14.
The Thai Constitutional Court ruled Tuesday that Noppadon acted unconstitutionally when he endorsed Cambodia's application to have the Preah Vihear temple registered as a UNESCO World Heritage Site without first consulting Parliament on the matter. Critics fear the endorsement undermines Thailand's claim to land near the temple, which is on the Thai-Cambodian border.
"I would like to insist that the action of the ministry did not compromise Thailand's sovereignty," Noppadon said. He also denied anti-government protesters' claims that he endorsed Cambodia's UNESCO bid in exchange for business concessions.
Several high-profile court rulings this week have targeted top officials in the government of Prime Minister Samak Sundaravej.
The Constitutional Court disqualified Public Health Minister Chaiya Sasomsup from office Wednesday, for violating asset disclosure rules by failing to fully declare his wife's shareholdings.
In another case, the Supreme Court issued an arrest warrant Wednesday for Wattana Asavahame, chairman of one of the coalition parties, after he failed to appear in court to hear a verdict on corruption charges against him over a water treatment project.
The announcement of the verdict was rescheduled for Aug. 18, the court said. If convicted, Wattana faces up to 10 years in prison.
On Tuesday, the Supreme Court banned a former parliamentary speaker from politics for five years for electoral fraud. The verdict could lead to the eventual dissolution of the People's Power Party if the Constitutional Court decides that Yongyuth Tiyapairat committed the fraud to benefit his party.
Finance Minister Surapong Suebwonglee, deputy leader of Samak's party, said the prime minister remained confident the coalition would weather the political storm. He also dismissed speculation that the government might dissolve Parliament and call a fresh election more than three years ahead of schedule.
The coalition took power earlier this year after December polls.
Demonstrators have disrupted traffic in pockets of the capital daily since May demanding that Samak and his government resign, calling him a proxy for former Prime Minister Thaksin Shinawatra, who was toppled in a 2006 military coup.
Samak denies the accusation, saying the protesters are trying to undermine his democratically elected government.
A number of senior Thaksin loyalists serve in Samak's administration. Before his appointment as foreign minister, Noppadon was Thaksin's top lawyer and spokesman while the former prime minister was in exile after his ouster.
Sondhi Limthongkul, a key protest leader, had earlier alleged that Noppadon gave up some territory near the temple in exchange for his "boss" — Thaksin — getting concessions to develop a casino complex on Cambodia's Koh Kong island.
Noppadon said in his resignation speech that the talks of "conflicts of interest are false."
Thaksin faces a slew of court cases charging him with corruption and abuse of power.
The Supreme Court heard testimony Tuesday from the first witnesses in the trial of Thaksin and his wife on charges related to her purchase of Bangkok real estate during his time as prime minister. The court is to rule July 31 on separate charges of tax evasion against his wife.

Brothers accused in violent Asian gang spree arrested
Two brothers from an Asian gang accused in a series of murders in one of the largest death penalty cases in state history have been arrested in the Phillipines and are awaiting extradition, police announced this morning.
Detectives have been tracking Marvin, 35, and Pierre Mercado, 32, for more than a decade. The Mercado brothers are members of a violent Asian street gang in Los Angeles. They are accused in a string of crimes, including murder, burglary, robbery and attempted murder, dating to the early 1990s, police said.
In 1995, the LAPD created a task force to find the men and have focused on the group for months, facing cultural barriers, language issues, and a strict code of silence.
"The FBI has been seeking the Mercado brothers overseas on behalf of the LAPD for several years," said Salvador Hernandez, the assistant director in charge of the FBI in Los Angeles. "It is gratifying to know that some of the victims of their alleged crimes will have the chance to see them returned to the U.S. to face prosecution. The FBI and the LAPD work collaboratively to capture fugitives that flee Los Angeles - and justice."
Police said the case began in December 1993, when a fracas broke out at a Los Angeles pool hall, inciting a turf war began between two rival gangs. During the brawl, which was caught on surveillance tape, the two gangs got into a shootout. After the police studied the tape, they found out that Chung Lewong Yang attacked members of the rival gang,including one of their members, Lea Mek, who died at scene. Following the shooting, police believe the Mercado brothers and their gang declared war on Wah Ching.
The pool hall brawl marked the beginning of a three year crime spree by the Asian gang, who had vowed to seek revenge, officials said.
During an 18-month stretch between 1995 and 1996, police connected the Asian gang to a dozen murders:
* On April 14, 1995, near Valerio Street and Van Nuys Boulevard, members of the Asian gang shot and killed two rival Valerio Street gang members, Armando Estrada and Eugene Alonzo in an apartment complex.
* On August 1, 1995, Cheng Peng, Paul Vu, and Ben Liao were driving on the I-10 freeway near San Gabriel, when they were attacked by the Asian gang in a brutal drive by shooting. All three victims died at scene.
* On September 20, 1995, Jon Gregory, his wife, and two children were asleep in their home, when members of the Asian gang forced their way into the home and shot and killed Jon, while he tried to protect his family.
On May 30, 1996, officers rounded up 19 members of the Asian gang. However, the police did not have enough evidence to hold two of the top leaders, Sothi Mehn and Marvin Mercado.
In 1997, police finally got a break when an informant came forward and the Deputy District Attorney filed murder warrants for Sothi Mehn and Marvin Mercado. Mehn was captured in Phnom Penh, Cambodia by members of the Cambodian Army. His arrest was direct result of a tip from "America's Most Wanted."
Seven of the gang members have been convicted and are serving life sentences. It was the largest multi-defendant death penalty case in California history. During the trial, the state's most important witness, an Asian gang member was testifying in court, when his father was murdered in his home in San Jose by the rival gang, in an attempt to dissuade his testimony.
Investigators found out that Marvin and Pierre Mercado were hiding out in the Philippines. LAPD detectives along with the FBI, State Department, and the Philippine Government captured the two brothers in Manila in September 2007.
Currently, Marvin and Pierre are being detained in the Philippines pursuant to immigration violations. Their extradition has been pending a habeas corpus hearing. Detectives from the LAPD have recently travelled to the Philippines to assist the FBI and Philippine authorities in extraditing the Mercado brothers back to Los Angeles to face trial. Marvin Mercado has been indicted by a grand jury for six counts of murder and other charges. Pierre Mercado faces attempt murder charges, all stemming from their days as gang members.
When Marvin and Pierre Mercado are returned to Los Angeles to face trial, the Asian Boyz crime spree will finally come to an end. Despite the unusually long habeas corpus hearing in the Philippines, we are confident that the Mercados will be returned by the authorities there to face justice. This case epitomizes the Los Angeles Police Department's commitment to pursue criminal gang members no matter how many years have passed, and even if they are half a world away.

Former Khmer Rouge leader healthy enough to stay in jail: officials
The former Khmer Rouge head of state is in stable condition, despite his recent hospitalization for a stroke, and can remain in the custody of Cambodia's genocide tribunal, tribunal officials said Thursday.
Khieu Samphan, 77, is one of five former senior leaders of the Khmer Rouge regime who are awaiting trial for their alleged involvement in the atrocities that occurred when their ultra-communist movement ruled Cambodia from 1975-79. Some 1.7 million Cambodians died from starvation, disease and overwork or were executed during that time.
The tribunal has charged Khieu Samphan with crimes against humanity and war crimes, and has held him since November. His trial is expected to begin later this year.
"Every day they [doctors] continue to advise us that he's fine, stable and able to continue staying in detention," said Peter Foster, spokesman for the United Nations-assisted tribunal.
Many fear that he and other defendants, some in poor health, may not live long enough to stand trial. Khieu Samphan was hospitalized for two weeks — from May 21 to June 5 — after his stroke.
His defence team has requested that he be temporarily released to receive care from his family at home, according to a report on the tribunal's website. The report quoted the defence as warning that Khieu Samphan's "conditions may progressively decline until the point of no return."
Khieu Samphan's defence team was not available to provide comment on the report.
In addition to a request for temporary release, the former leader is also appealing his detention.

Locals threaten to take over disputed Preah Vihear Temple

A group of residents in Si Sa Ket province have threatened to take over the disputed temple of Preah Vihear within a month in an expression of their anger over its listing as a World Heritage site.
The group - calling themselves the Council of Saha Drammic I-san and staging a protest close to the temple over the past weeks - yesterday declared they would take over the temple unless the authorities removed some 500 Cambodians from the area.
They also called on the governments of Thailand and Cambodia to speed up the demarcation of the border within 30 days to mark a clear division of sovereignty.
The government should make the Preah Vihear issue a national priority to reclaim the Hindu temple from Cambodia, as the then foreign minister Thanat Khoman reserved to the right to do so at the United Nations in 1962, they said.
The government should call a national referendum of Thai people, who have the right of national sovereignty over the temple," they said in a statement.
The Preah Vihear ruling by the International Court of Justice in 1962 stated that the temple was situated in Cambodia, but many Thais believe that it belongs to Thailand as the then government announced its disagreement with the decision.
The group blamed the current government for causing loss of Thai sovereignty, as the Cabinet failed to block Cambodia's application for the site's listing.
The Constitution Court on Tuesday ruled that the joint communiqu้ which Foreign Minister Noppadon Pattama signed with Cambodia's Deputy Prime Minister Sok An to support the application was unconstitutional.
Senators and the opposition plan to impeach the foreign minister and the Cabinet. The Democrat Party's Sathit Wongnongteoy yesterday sought details of the Cabinet's resolution in order to identify all the officials involved.
Noppadon is due to arrive back from London today. Reporters at the ministry saw the minister's close aide packing his belongings at the office, suggesting he might step down.
Interior Minister Chalerm Yoobamrung said the government had done nothing wrong, since the Cabinet had withdrawn the joint communiqu้ of support before the Constitution Court's ruling.
The People's Alliance for Democracy has called for the entire nation to stand against Noppadon.
Army chief Anupong Paochinda made a plea to people to calm down, as fanning nationalism over the temple might jeopardise relations with Cambodia.
"We should allow reason and the law to settle this case, not emotion," he said.

Preah Vihear to attract more tourists to Cambodia as World Heritage Site status
PHNOM PENH, July 10 (Xinhua) -- The Cambodian Association of Travel Agencies (CATA) expected that the Preah Vihear Temple in the eponymous province of the country will draw more tourists, as it has become a World Heritage Site, national media said Thursday.
"Just the novelty factor of the Preah Vihear Temple being on the list (of the World Herigage Site), it will attract more tourists from the world than before," CATA president Ho Vandy told local newspaper the Mekong Times.
However, urgent work needs to be done on the temple's tourism infrastructure and the private sector is ready to cooperate, he said.
Hang Soth, director general of the recently formed Preah Vihear National Authority (PVNA), said that the government is developing the infrastructure in the region.
"We are developing all sectors including roads, restaurants and accommodation for tourists," he added.
Last year, PVNA reported that about 300 to 400 domestic and foreign tourists visited the temple each day.
Most of the tourists currently approach the temple from the Thai side as Cambodia lacks adequate road access.
The Preah Vihear Temple, which straddles the Thai-Cambodian border atop the Dangrek Mountain, was listed as a World Heritage Site on July 7 by UNESCO's World Heritage Committee.
The typical Khmer-style architecture was build in C.D. 10 to 12and is now situated some 117 km to the north of Phnom Penh.

Royal Group Seeks $2 Billion to Build Cambodian Island Resort

July 10 (Bloomberg) -- Royal Group, which owns Cambodia's biggest mobile-phone operator, plans to raise as much as $2 billion with Hong Kong-based Millennium Group to build resorts, casinos and an airport on an island off the coast of Cambodia.
Royal Group and the Millennium real-estate investment firm are seeking investors and partners for resorts, apartments, casinos, golf courses, polo fields and an airport on Koh Rong island, according to a financing investment document obtained by Bloomberg News. The island is the largest of 22 off the coast of the southern port city and beach resort town of Sihanoukville.
``This is a place that people haven't discovered yet,'' said Royal Group Chairman Kith Meng in an interview in Phnom Penh. ``It's like the Maldives,'' an island country in the Indian Ocean southwest of Sri Lanka, he said.
Cambodia, the second-poorest of 10 Southeast Asian nations, is relying on tourism to fuel economic growth as garment exports slow. The country attracted about $400 million of tourism-related investments in the first half of 2008, mostly for resorts, Commerce Minister Cham Prasidh said. Visitors to Cambodia exceeded 2 million for the first time last year, up from 118,183 in 1993 when Cambodia emerged from a two-decade civil war.
Our dream is to transform our costal line into the next Riviera of Asia,'' Cham Prasidh said in a July 4 interview. ``There'll be plenty of resorts appearing on the islands and all along the coast of Cambodia. There will be billions of dollars of investment in that sector this year and next year.''
Angkor Wat
The companies will raise funds from investors in London and the Middle East, and it will take 10 years to 15 years to develop the island, said Kith Meng on July 4.
Cambodia wants to develop tourism beyond the key destination of Angkor Wat, known for its ancient temples. The island project may face competition with beach resorts also being developed in Vietnam and Thailand.
``The tourism industry is overwhelmingly concentrated on Angkor Wat because of the unique attraction you can't find elsewhere in the world,'' said Agost Benard, associate director at Standard & Poor's in Singapore. ``As far as developing a beach resort, you'll be competing with a lot of countries because it's a generic product.''
Royal Group and Millennium are raising funds as record oil prices prompt airlines to cut flights. Cathay Pacific Airways Ltd., Hong Kong's largest airline, said July 2 that earnings would be ``disappointing'' because of record fuel costs.
``I don't know if the current oil prices will affect air travel and if it's going to be a booming sector in the near term,'' Benard said.
Turquoise Waters
The companies are trying to get resort and hotel operators, including Singapore-based Banyan Tree Holdings Ltd., to participate in the project, Kith Meng said.
Royal Group and Millennium plan to develop the 76 square- kilometer (29 square-mile) Koh Rong island, now inhabited by fishermen, into a ``luxury resort destination,'' according to the document. The island has 28 white sand beaches, including the 6.1 kilometer Snowdrift Beach, surrounded by shallow turquoise waters.
Kith Meng, who was educated in Australia, declined to say how much Royal Group is paying the government for a 99-year lease to the island.
Royal Group also is planning to build a resort in Siem Reap, near the temples of Angkor Wat, with India's Oberoi Group. Royal Group already has a telecommunications venture, MobiTel, with Luxembourg-based Millicom International Cellular SA, and another partnership in Cambodia with Australia & New Zealand Banking Group Ltd., Australia's third-largest bank, called ANZ Royal Bank.

Aust drug smuggler jailed for 6 years in Cambodia

A Cambodian court has sentenced an Australian man to six years prison for trying to smuggle 40 grams of the drug known as "ice" out of the country, a judge says.
Simon Peter Conway, 50, was convicted of drug trafficking in a trial on Tuesday and sentenced to six years and a $2,631 fine, Judge Chan Madina said.
He was arrested in October at Phnom Penh International Airport after authorities found 40 grams of the methamphetamine with him.
Conway's lawyer Dun Vibol says he has already filed an appeal seeking to have the prison sentence reduced.
"Conway confessed everything during the trial," he said.
"But we want his sentence to be reduced to the minimum."
He also added that Conway intended to bring the drug to Australia to use as a pain killer for a leg injury.
Ice can be produced in rudimentary laboratories from a range of chemicals and resembles clear, chunky crystals that can be smoked, snorted or injected.
Although drug arrests have risen, Cambodia is becoming an increasingly popular trafficking point for methamphetamines and heroin, particularly since neighbouring Thailand toughened its stance on illegal drugs in 2002.

Congratulate Cambodia, don't curse it

Thailand should congratulate, not curse, Cambodia for its success in having the ancient Hindu temple of Preah Vihear inscribed as a new World Heritage landmark.
Thailand should now concentrate on restoring its standing and educate the world that the temple's settings, some of which are in Thai territory, also deserve the same preservation.
To achieve that difficult goal, the country needs to first make sure that there is no more fanning of nationalism by either the Democrat party or the People's Alliance for Democracy for the sake of personal political gain.
But the civic protest group and the opposition, and senators, should spare the Samak administration from punishment, especially Foreign Minister Noppadon Pattama, for confusing the international community about Thailand's true position on Preah Vihear.
The national drama unfolded with the government supporting Cambodia's call that its new temple map, minus the disputed 4.6km border area, be used for the heritage listing. The government was forced to change its position after the Administrative Court issued an injunction against cabinet approval for the signing of the joint communique.
Thailand also felt Preah Vihear was inextricably linked to the surrounding cultural and natural landscape on Thai territory, and therefore a joint nomination should be made for the listing of the site.
That was the position the present Thai government should have taken and argued for from the very start.
The court's ruling made Mr Noppadon swallow his words and he backtracked on the issue by saying that the joint communique signed on June 18 should not be taken as a guarantee of Thailand's endorsement for Cambodia's latest bid for registration of the temple.
Thailand failed miserably in its efforts to convince Phnom Penh and the technical experts advising the World Heritage Committee in Quebec that the temple should not be listed until the two neighbours settle their border disputes.
If anyone is to be blamed for what has happened it is the Samak administration, for rushing to clinch the deal and support Cambodia's proposal.
Another lesson from the Preah Vihear case is that the government cannot afford not to take the advice of experts into account before agreeing to any future proposals, or we may find ourselves in another hopeless situation.
But this should not prevent the two neighbours from cooperating in exploring ways to enhance their mutual respect, friendship, and in the peaceful management of the ancient heritage site that has served local communities of both countries for centuries.

Former Cambodian Khmer Rouge minister denied bail
The United Nations-backed Khmer Rouge tribunal in Cambodia has dismissed a bail request by former Khmer Rouge cabinet minister, Ieng Thirith.
The presiding judge told the court it was necessary for Ieng Thirith to stay in jail as "there are well-founded reasons to believe" that she committed the crimes for which she has been charged.
The court was also told it is suspected Ieng Thirith is a flight risk and that her detention is necessary to protect her against possible revenge attacks from Khmer Rouge victims.
Ieng Thirith, 76, was minister of education and of social affairs during the Khmer Rouge reign from 1975 to 1979.
She is the wife of former Khmer Rouge deputy prime minister and foreign minister Ieng Sary.
Both husband and wife have been charged with crimes against humanity, while Ieng Sary has also been charged with war crimes.
Ieng Thirith was the third of the five Khmer Rouge leaders awaiting trial whose appeals for release have been denied.
Ieng Thirith's lawyers previously insisted the 76-year-old is mentally ill and in poor chronic health.
However, court officials have said doctors deemed her fit to stand trial.
It has taken three decades to start bringing senior officials of the Khmer Rouge, who left up to two million people dead from overwork, starvation, torture or execution, to trial at the joint Cambodia-UN tribunal.
The court was not established until 2006, and the trials of the regime's five surviving senior leaders are not due to begin until later this year.

Temple spat rages in Thailand after UNESCO listing

BANGKOK (Reuters) - Thailand's top court questioned on Tuesday the legality of Bangkok's support for a Cambodian bid to list a disputed Hindu temple as a World Heritage site, giving the opposition another weapon to attack the government.
The Constitutional Court ruled 8-1 that a communique approved by the cabinet in June backing Cambodia's bid to list the 900-year-old Preah Vihear temple had required the approval of parliament.
UNESCO, the U.N. agency for culture and education, voted on Monday to approve Cambodia's request to register the temple, which has been at the centre of a bitter 50-year dispute on the Thai-Cambodian border.
Thailand's opposition Democrat Party jumped on the verdict, saying it would launch a Senate petition to oust Foreign Minister Noppadon Pattama, who sought cabinet approval for the communique.
Under Thailand's constitution, lawmakers can ask the speaker of the Senate to investigate unconstitutional actions by a minister who could be ousted in a vote by the upper chamber.
"We are aiming to terminate Noppadon first," chief opposition whip Satit Wongnongtaey told Reuters. He said they could eventually submit a petition to remove the entire cabinet.
The Democrats and other opponents of ousted Prime Minister Thaksin Shinawatra have whipped up a nationalist frenzy over the temple, which many Thais believe belongs to Thailand, to try to kick out the five-month-old, pro-Thaksin government.
The People's Alliance for Democracy (PAD) -- the motley group of business
men, academics and royalists whose street campaign against Thaksin led to his removal in a 2006 coup -- said it was mulling its legal options.
"We won't mobilise people to protest against the UNESCO decision, but we will look for ways to oust this government," PAD spokesman Panthep Puapongpan said.
The PAD had accused the government of backing the temple's listing in return for business concessions in Cambodia for Thaksin. The government, Thaksin and Phnom Penh denied the PAD's allegations.
TEMPLE TANTRUMS
The listing of the temple -- which the International Court of Justice ruled in 1962 belonged to Cambodia, was cheered by Prime Minister Hun Sen and Cambodians on the streets of the capital Phnom Penh.
"This is another proud achievement for our people, the people in the region as well as the whole world that the temple is being recognised as the Khmer's greatest architecture," Hun Sen said in a statement.
UNESCO's Bangkok office said Preah Vihear's listing was based on a new plan which differed from the joint Thai-Cambodian communique issued on June 18 and criticized by the Thai court.
UNESCO said it "has no implications for any ongoing negotiations concerning the boundary between the two countries and does not prejudice the rights of both governments to reach an amicable settlement of the disputed boundary".
Nevertheless, some Thais were angered by the decision.
"The government should have tried much harder in convincing the UNESCO people not to believe what Cambodia has told them. The government must be held responsible," student Natcha Lorsuwannarat said.
Charnvit Kasetsiri, a distinguished Thai historian, said the issue had been politicized by Thaksin's opponents.
"It is not a problem between Thailand and Cambodia, but it is a problem among Thais," he told Reuters Television. "It is a black hole Thais have fallen into and found it hard to get out."

Cambodian official hails inscription of Preah Vihear Temple as World Heritage Site

PHNOM PENH, July 8 (Xinhua) -- Senior government officials issued statements and citizens took to the streets here Tuesday to celebrate the decision by the UNESCO World Heritage Committee to list the Preah Vihear Temple as World Heritage Site.
Prime Minister Hun Sen said that "it is a new pride for the Cambodian people as well as peoples in the world that the Preah Vihear Temple is recognized as top Khmer architecture and it has a universal values for the humanities."
"I would like to express my profound and honest thanks to all the people at all levels that always supported the government's work and expressed their understanding and patience to protect the national interests and make peace with the Thais as good friend and neighboring country," he said.
The Preah Vihear Temple is the third Khmer heritage listed as world heritage, after the Angkor Wat Temple in 1992 and the royal ballet style in 2003, he added.
Sok An, Deputy Prime Minister and Minister of Council of Ministers, said that the Cambodian-Thai ties won't be affected by the listing.
"Though Cambodia and Thailand may have had some differences of views regarding the listing of the temple, this issue has not in any way affected the long-standing ties of friendship and co-operation between our two kingdoms and peoples," he said.
The Cambodian government has a long-standing position that "the inscription of the temple will not affect nor prejudice the rights of Cambodia and Thailand on the demarcation work of the Joint Commission for Land Boundary of the two countries," he added.
Hor Namhong, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, said that "the listing of the Preah Vihear Temple is the success of civilization and culture for the Khmer people."
The success didn't break the relationship and cooperation between Cambodia and Thailand, even as Thailand canceled the joint communique on the Preah Vihear Temple issues, he said.
Thailand didn't lose a centimeter of land to Cambodia and Cambodia didn't lose either for listing the Preah Vihear Temple, he said, adding that both sides have plan to plant demarcation posts in accordance with the border and geographic lines specified in bilateral treaty.
Meoung Son, president of the Khmer Civilization Fund, said that he will build a museum at 20,000 U.S. dollars for the Preah VihearTemple.
He appealed Thailand to hand over artifacts of the Preah Vihear Temple to the museum.
"The temple will become a potential tourist destination," he added.
Meanwhile on Tuesday afternoon, thousands of people went to the streets of Phnom Penh, danced, sang and waved Cambodian flags, chanting "Long live Preah Vihear Temple!"
Earlier Tuesday morning in Quebec, Canada, all the 21 members of the World Heritage Committee during its 32nd session unanimously approved the Cambodian application to list the temple as World Heritage Site.
The site of the building, which lies along the disputed Thai-Cambodian border, has long been a point of contention between the two Asian neighbors, Cambodia and Thailand.
Cambodia started seeking the status of World Heritage Site for the temple in 2001, hoping for influx of tourists and international funding that normally accompanies the designation.
But Thailand has vetoed its neighbor's submissions amid fears the status would include disputed land along the border.
In May, Thai Prime Minister Samak Sundaravej's government bypassed the Parliament and endorsed Cambodia's application. Thai critics have accused him of violating the country's sovereignty, and the government withdrew its support late last month.
Fortunately for Cambodia, last minute efforts by the Thai delegation to delay the vote and to have joint management of the temple failed at Tuesday's session of the World Heritage Committee.
Last week, Cambodia shut up the gate at the temple after Thais conducted demonstration around. It also deployed police at the Thai Embassy in Phnom Penh fearing that possible anti-Thai parade there.
Back to 1962, the International Court of Justice awarded the temple and the land it occupies to Cambodia, a decision that therefore rankles Thais.

Singapore Petroleum, partners starts exploration well in Cambodia
SINGAPORE, Jul 08, 2008 (Thomson Financial via COMTEX)Oil refiner Singapore Petroleum Co. (SPC) said it and its partners in the Block B project in offshore Cambodia have started drilling to test for hydrocarbon potential.
Drilling of the well in water depth of about 75 metres, located about 160 kilometres southwest of Cambodia's Sihanoukville port, is expected to be completed in 15 days.
"The drilling will not have any material impact on the earnings per share and the net tangible asset per share of the SPC group of companies for the current financial year," SPC said in a statement.

Samak says govt opponents jeopardised Thai-Cambodian relations by playing up Preah Vihear issue
Prime Minister Samak Sundaravej said Sunday that opponents of former prime minister Thaksin Shinawatra played up the Preah Vihear issue with ulterior motive to annihilate him.
Samak said the opponents did not care that their campaigns would jeopardise bilateral relations between Cambodia and Thailand and incite hatred between people of the two countries.
Speaking during his Talk Samak Style, Samak reaffirmed his government's stand that the listing of Preah Vihear temple by Cambodia as a world heritage site would not cause Thailand to lose its territory.
He said Thaksin's opponents played up the issue out of proportion and wanted to use the current government as a tool annihilate Thaksin as well.
Reading from his personal statement, Samak said his government obeyed the Administrative Court 's injunction on the Preah Vihear issue as much as what the opposition accepted it.
But, he said, the issue would be decided by a third party and his government would also have to take into account of interest of the two countries and their citizens.

Thai official: Controversial temple likely to be approved as World Heritage site
BANGKOK, July 6 (Xinhua) -- Attempts by Cambodia to list the controversial Preah Vihear temple, which stands across the area of both Cambodia and Thailand, as a World Heritage site during the current United Nations Educational, Scientific and Cultural Organization (UNESCO) annual session held in Canada's Quebec City, are expected to bear fruit, according to Thailand's World Heritage Committee.
Pongpol Adireksarn, chairman of the committee and currently attending the UNESCO session, said that more than half of the 21 World Heritage Committee members had told him informally that they favored the Cambodian government's registration of the ancient temple as a World Heritage site as it had "untiringly pursued the issue on a constant basis", the official Thai News Agency reported on Sunday.
He quoted committee members as telling him that the concerned Phnom Penh government had also invited them to visit the temple, unlike Thailand whose "policy was uncertain" and whose government changed frequently, the report said.
The temple issue is expected to be conferred by the World Heritage Committee on Sunday night, Thailand time.
The International Council on Monuments and Sites (ICOMOS), a non-governmental organization, had distributed reports to the committee, saying that the listing of the temple alone as a World Heritage site would pose no problem for the consideration, said Pongpol.
But the ICOMOS recommended that both Cambodia and Thailand should jointly propose that the surrounding area to the temple should also be included as the World Heritage site.
Thai Foreign Minister Noppadon Pattama, attending the session as an observer, is expected to oppose and delay the listing of the temple following the Thai Administrative Court's temporary injunction against the June 17 cabinet approval of the joint communique he signed with Cambodian Deputy Prime Minister Sok An.
Noppadon said in Quebec that he would prepare a letter and lobby the Committee to delay the listing of the temple.
